Evaluation of the European Social Fund Plus programme of the state of Mecklenburg-Vorpommern in the 2021 to 2027 funding period

Based on the Joint Evaluation Plan of the State of Mecklenburg-Vorpommern for the ERDF and ESF Plus programmes, IfS and ISG are preparing the following evaluation studies on the ESF Plus as part of the accompanying evaluation:

• Evaluation of the contribution of the funding instruments in field of action 1 with a focus on digitalisation
• Evaluation of the contribution of the funding instruments in field of action 2 to reducing educational disadvantages and improving school success
• Evaluation of the funding instruments in field of action 3 to combat child poverty
• Evaluation of the production schools
• Comprehensive evaluation to assess the impact of the 2021 to 2027 programme and to prepare for the new funding period (from 2028)

A theory-based evaluation design is used in each of the studies, i.e. theory-based impact models are developed at the beginning of each evaluation, which serve to reconstruct impact relationships and show how and under what circumstances the funding measures work and are intended to contribute to the desired objectives. With the help of a mix of quantitative and qualitative methods, a systematic assessment of the results and the achievement of objectives is then carried out on the basis of the impact models.
