Evaluation of the ESF Plus programme 2021-2027 of the Free and Hanseatic City of Hamburg

Together with the ISG, the IfS was commissioned by the Free and Hanseatic City of Hamburg to evaluate the ESF Plus programme in the 2021 to 2027 funding period.

The overarching goal of the ESF Plus programme of the Free and Hanseatic City of Hamburg is to promote employment, social inclusion and education. To this end, a total of 35 projects on six specific objectives will be implemented in the 2021 to 2027 funding period.

The evaluation includes a series of assessments of the overall programme. These include a mid-term evaluation, a cross-objective evaluation and a final evaluation. In addition, various instruments are to be analysed in depth as part of theory-based impact analyses. Another component of the contract is the evaluation of the ESF REACT-EU measures that were implemented as part of the 2014-2020 funding period.

A central basis for the evaluations is the evaluation plan of the Hamburg Social Welfare Authority for the programme of the Free and Hanseatic City of Hamburg for the European Social Fund Plus in the 2021-2027 funding period.
