Monitoring of the application of the Conversion Ordinance ("Umwandlungsverordnung") in Berlin
Developments in the social conservation areas of the city of Berlin and the effects of the conversion ordinance are being monitored and analyzed annually by the IfS until 2020.
The number of conversions from rental apartments to owner-occupied apartments has risen sharply in Berlin in recent years. In March 2015, the Berlin Senate therefore enacted a conversion ordinance which stipulates that in Berlin's social conservation areas (“Milieuschutzgebiete”) a approval is required for the creation of residential property or partial ownership. The monitoring process observes, examines and professionally supports the application of the Conversion Ordinance in the social conservation areas of the City of Berlin.
