Instruments to secure affordable housing and maintain diverse uses

Against the backdrop of housing policy challenges, urban planning instruments to secure affordable housing are of great importance. Some of them take an indirect approach to controlling uses and construction measures through approval procedures and initiating land interventions.

The project, which was developed as part of the ExWoSt (“Experimental Housing and Urban Development”) research program, has produced a nationwide overview of the use of these instruments. In addition, assessments were made of the effectiveness and contribution of the instruments to securing affordable housing.

The research methods included document analyses and expert interviews to review the current state of research before working out the application practice, specific case constellations, their similarities and differences at the level of the seven case cities Berlin, Frankfurt am Main, Hamburg, Cologne, Leipzig, Munich and Stuttgart. Part of the assignment was also to promote the exchange between the responsible parties in the municipalities and with the federal government. To this end, an experience workshop was held with the case cities in the BMWSB. The results were prepared as a BBSR online publication.
