Study of large housing estates in Berlin with the creation of 24 individual profiles of the large housing estates and in-depth study of the quality of life in four selected large housing estates

The Senate Department for Urban Development and Housing wants to strengthen Berlin's large housing estates. To this end, it has been providing funding for 24 large Berlin housing estates outside the S-Bahn ring in ten districts since 2020. The IfS was commissioned to carry out a study of the estates.

Individual profiles were created for all 24 settlements based on data and document analyses as well as inspections. They provide an overview of the urban and social situation, development trends, potential and challenges. Basically, it has been shown that the estates analysed are in a largely acceptable structural condition around 50 years after they were built, despite isolated deficits. An in-depth study on quality of life and the need for action was carried out for four estates. To this end, interviews were conducted and analysed with residents and employees in the administration, social institutions, churches and housing companies.

As a result, deficits were identified, particularly in the area of meeting places for people of different ages. Investment has been made in residential buildings and open spaces in many estates in recent years, and there is a need for upgrading in individual estates. The assessment of social cohesion and the commitment of residents in the neighbourhood varies between the estates studied in depth. Against the backdrop of a high level of loyalty to the neighbourhood among the established residents of above-average age, some estates face social challenges in coping with generational change.
