Scientific monitoring and evaluation of the model project for the further development of the Urban Development Support Programme in Hamburg-Mitte

In Hamburg-Mitte, innovative approaches to neighborhood development are being tested as part of a pilot project. The results of the monitoring and evaluation are intended to provide information for the future adaptation of the Urban Development Support Programme.

The model projects for the further development of the Urban Development Support Program are intended to develop exemplary modernization and adaptation strategies in the areas of climate protection, mobility, redensification, coexistence of different uses and social cohesion. The model area in the eastern part of the Hamburg-Mitte district comprises seven districts that were recently described in the social monitoring as having a predominantly medium to very low status with stable dynamics. The district's concept for the model project includes the anchor themes of sport, exercise and social infrastructure as well as innovation and exemplarity; the twelve construction projects (e.g. redesign of sports facilities) are the main focus of the scientific monitoring and evaluation. The aim is to evaluate the results of the projects at the process, product and operation/use levels using selected indicators in order to assess their innovative content and exemplary nature. Document analyses, guided interviews, focus group discussions and forms of participant observation are used. As part of the scientific monitoring, discussions with the respective project participants also serve to transfer findings and experiences to the individual projects.
